REIC) เปิดเผยว่า หลังจากที่ธนาคารแห่งประเทศไทย (ธปท.)ได้ประกาศผ่อนคลายมาตรการ LTV ชั่วคราว สำหรับสัญญาเงินกู้ที่ทำสัญญาตั้งแต่วันที่ 20 ตุลาคม 2564 ถึงวันที่ 31 ธันวาคม 2565 เพื่อช่วยพยุงเศรษฐกิจไทยที่ได้รับผลกระทบจากสถานการณ์การระบาดของโควิด-19  รวมถึงนโยบายการเปิดประเทศ คาดว่าจะส่งผลเชิงบวกต่อการขยายตัวของภาคอสังหาริมทรัพย์ในไตรมาส 4 นี้และต่อเนื่องไปถึงปี 2565 ทั้งด้านจำนวนหน่วยที่ได้รับใบอนุญาตจัดสรรทั่วประเทศที่คาดว่าในไตรมาส 4 นี้จะเพิ่มขึ้นเป็น 21,039 ยูนิต ส่วนจำนวนหน่วยที่อยู่อาศัยสร้างเสร็จจดทะเบียนในกรุงเทพฯและปริมณฑลจะเพิ่มขึ้นเป็น  35,231 ยูนิต

ขณะที่การเปิดตัวโครงการที่อยู่อาศัยใหม่ในกรุงเทพฯและปริมณฑลจะอยู่ในระดับ 20,050 ยูนิต หรือเพิ่มขึ้น 39.4% เมื่อเทียบกับช่วงเดียวกันของปี 2563 ส่งผลให้ภาพรวมปี 2564 คาดว่าจะมีที่อยู่อาศัยเปิดตัวใหม่จำนวน 43,051 ยูนิต แบ่งเป็นโครงการบ้านจัดสรร 25,783 ยูนิต และอาคารชุด 17,268 ยูนิต  ลดลง -35% เมื่อเทียบกับปี 2563

เนื่องจากในช่วงไตรมาส 3 มีการล็อกดาวน์ประเทศและมีการระบาดของโควิด-19 สูงที่สุดในช่วงเกือบ 2 ปีที่ผ่านมา ทำให้ผู้บริโภคชะลอการตัดสินใจซื้อออกไป ขณะที่การเปิดโครงการที่อยู่อาศัยใหม่อยู่ในระดับน้อยมากเฉลี่ยเดือนละ 1,400 ยูนิต ซึ่งต่ำกว่าช่วงก่อนเกิดโควิด-19 ถึง 5,600 ยูนิต  โดยช่วงเดือนกรกฎาคมมีการเปิดตัวโครงการใหม่ 2,002 ยูนิต เดือนสิงหาคมลดลงเหลือ 992 ยูนิต และเดือนกันยายน  1,294 ยูนิต

ส่วนการโอนกรรมสิทธิ์ที่อยู่อาศัยทั่วประเทศช่วงไตรมาส 3 ที่ผ่านมามีการโอนกรรมสิทธิ์แค่ 60,174 ยูนิตเท่านั้นมูลค่ารวม 185,756 ล้านบาท ในจำนวนนี้อยู่ในพื้นที่กรุงเทพฯ-ปริมณฑล  36,053 ยูนิต  แต่คาดว่าในไตรมาส 4 จะมีการโอนกรรมสิทธิ์เพิ่มขึ้นเป็น 95,221 ยูนิต มูลค่า 262,931 ล้านบาท จากเดิมที่ประเมินว่าปี 2564 นี้จะมีการโอนกรรมสิทธิ์ที่อยู่อาศัยประมาณ 270,151 ยูนิต แต่หลังจากมีการปลดล็อกมาตรการ LTV คาดว่าการโอนกรรมสิทธิ์ที่อยู่อาศัยจะขยับเพิ่มขึ้นเป็น 281,026 ยูนิต มูลค่า 835,559 ล้านบาท ลดลง 21.7%จากปี 2563 ที่มีการโอนกรรมสิทธิ์รวม 358,496 ยูนิต

อย่างไรก็ตาม จากข้อมูลการปรับตัวลดลงของอุปทานที่อยู่อาศัยใหม่ ส่งผลต่อภาพรวมของอุปทานที่อยู่อาศัยทั้งหมดที่เหลือขายในตลาดทั้ง 27 จังหวัดหลัก โดยประเมินว่าปี 2564 จะมีจำนวนที่อยู่อาศัยเหลือขายในตลาดประมาณ  278,236 ยูนิต  คิดเป็นมูลค่า  1,196,563 ล้านบาท แบ่งเป็นบ้านจัดสรร  178,275 ยูนิต และอาคารชุด 99,961 ยูนิต

ปี 2566ตลาดอสังหาฯเข้าสู่ภาวะปกติ
สำหรับแนวโน้มของตลาดที่อยู่อาศัยในปี 2565 ศูนย์ข้อมูลฯประเมินว่าจำนวนที่อยู่อาศัยเปิดขายใหม่ในพื้นที่กรุงเทพฯ-ปริมณฑลจะเพิ่มขึ้นเป็น 85,912 ยูนิต แบ่งเป็นบ้านจัดสรร 47,291 ยูนิต อาคารชุด 38,621 ยูนิต เพิ่มขึ้น 99.6% ซึ่งเป็นการเพิ่มจากฐานที่ต่ำมากในปี 2564 และจะกลับเข้าสู่ภาวะปกติที่มีการเปิดตัวใหม่เฉลี่ยปีละ 100,070 ยูนิตได้ในปี 2566 จากเดิมที่ประมาณการณ์ไว้เป็นปี 2569

ส่วนการโอนกรรมสิทธิ์ที่อยู่อาศัยทั่วประเทศในปี 2565 จะปรับเพิ่มขึ้น 324,221 ยูนิต มูลค่ารวม  879,886 ล้านบาท และจะกลับเข้าสู่ภาวะปกติที่มีค่าเฉลี่ย 5 ปี (ปี 2558-2562)อยู่ที่ปีละ 360,932 ยูนิตได้ในปี 2566 หลังมีการปลดล็อก LTV จากเดิมที่คาดว่าจะกลับสู่ภาวะปกติได้ในปี 2570

ส่งผลให้จำนวนที่อยู่อาศัยเหลือขายในตลาดจะลดลงเหลือ 264,412 ยูนิต  คิดเป็นมูลค่า 1,113,948 ล้านบาท และจะกลับเข้าสู่ภาวะปกติได้ในปี 2568 (ค่าเฉลี่ย 5 ปีอยู่ที่ปีละ  257,059 ยูนิต)
